Draw a floating brush rectangle on image with stylus and canvas - android

On my android device (Nexus 7, Samsung) I have a stylus and a canvas drawn on top of an image. I want to be able to draw a small rectangle (mostly black) on top of the image. I'm looking to do this with Java and the NDK. I know that drawing a rectangle on an image is simple, but I want to be able to draw on that rectangle.

I have some basic knowledge in Java, having learned from here.

I am able to draw to the canvas and create my own bitmap, but my sketch does not work.

What am I missing?

Basically I'd have a layout of the images (pic_1.jpg), the canvas (picturecanvas.png) and the image to be scaled and centered.

I want to be able to draw a rectangle with a specific height and width in the center of the screen. The rectangle size should stay relatively the same regardless of the device size and available canvas space.

Edit: I am able to draw on the canvas with no issues.
